What is Michigan's Housing and
Community Development Fund (MHCDF)?

We’ve all heard the news. We can’t escape it. We live in Michigan. Every one of us has felt the impact of our state’s economic struggle — and we will continue to feel it if more jobs and workers leave our state. The answer as to why people are leaving is as complex as the solution, but one thing is very certain: progress is made in our state when we focus on housing and economic development. Living in Michigan means investing in Michigan.

MHCDF is a program that helps Michigan cities and communities to compete for, attract and retain the brightest and best workers in the country. The program concentrates efforts in downtowns, neighborhoods, affordable housing and supportive housing.

Donating to MHCDF – Individual Taxpayers & Businesses

PA 133 of 2007 created an income tax check off box on the tax form for individual taxpayers to donate a minimum of $5 to Michigan’s Housing and Community Development Fund. Your contributions will be returned to local communities across Michigan to increase the availability of safe and decent housing, revitalize our downtowns, prevent foreclosure, and ensure a bright future for our state. By working to create vibrant communities where people will want to live and work, we can strengthen our economy and attract new jobs to Michigan.

Additionally, the Michigan Business Tax (MBT) allows for businesses to claim a tax credit equal to 50 percent of the aggregate amount of the charitable contribution made by the taxpayer during the tax year to Michigan’s Housing and Community Development Fund (Michigan Compiled Laws (MCL) 208.1421).

Thanks to the Michigan State Legislature

In the 2008 budget the legislature gave the fund its first allocation – 2.162 million dollars. The goal of the coalition is to grow the annual funding number. Why? Because each dollar invested will bring more money and jobs to our economy - $2.8 for every dollar spent. And, by furthering our goals to create a vibrant Michigan, we attract companies and people. It's just common sense–when you keep up neighborhoods and housing–you have a place that people want to be.

Congratulations to the First-Ever 2008 Awardees!

In FY 2008, the Michigan State Housing Development Authority (MSHDA) granted awards for the first time from the Fund to 18 different organizations across the state. Many of the groups held check presentation ceremonies with local public officials, state legislators, and more importantly, the residents of the projects being funded by MHCDF.

Avalon Housing - $300,000

Project Location: Ann Arbor and Washtenaw County

Project Description: Avalon will assist 132 households (approximately 272 persons) through the rehabilitation of 72 existing units of at-risk low-income housing. Grant funds will also be used for the creation of a housing coordinator to assist 60 homeless adults returning from prison through Avalon’s prisoner re-entry program.

Community Housing Network - $31,800

Project Location: Hazel Park and Ferndale

Project Description: Community Housing Network will use grant funds for pre-development costs for a proposed Section 811 Supportive Housing project for persons with disabilities. The proposed development is for four scattered site permanent supportive rental housing units.

Eastside LAND, Inc. - $250,000

Project Location: Detroit

Project Description: Eastside LAND, Inc. will acquire an existing 4-unit commercial and a 16-unit residential development known as West Village Manor. The acquisition will allow the units to stay affordable to the 22 residential tenants and four retail tenants.

Habitat for Humanity of Bay County - $34,000

Project Location: Bay City

Project Description: Habitat for Humanity of Bay County will construct two new homes in Bay City to be owned by two very low income families. The grant will be used to purchase building materials.

Habitat for Humanity of Detroit - $162,408

Project Location: Detroit

Project Description: Habitat for Humanity of Detroit will construct 20 new, green built homes in its Vision 2020 comprehensive community initiative currently underway in Detroit’s Morningside Commons. The grant will be used for construction costs.

Habitat for Humanity of Genesee County - $60,000

Project Location: Flint

Project Description: Habitat for Humanity of Genesee County will construct four homes as part of a three year Cities of Promise project that will result in 15 new construction homes by 2010. The grant funds will be used to purchase construction materials.

Habitat for Humanity of Kent County - $60,000

Project Location: Grand Rapids

Project Description: Habitat for Humanity of Kent County will rehabilitate two foreclosed homes in Grand Rapids. The homes will be rehabbed by students at the Grand Rapids Community College’s Tassel m-Tec program, which build or rehabs LEED certified homes. The grant will be used to purchase construction materials

Habitat for Humanity of Lansing - $24,342

Project Location: Lansing

Project Description: Habitat for Humanity of Lansing will build three homes in the City of Lansing for very low-income families. The grant funds will be used to purchase construction materials.

Habitat for Humanity of Macomb County - $33,000

Project Location: Clinton Township

Project Description: Habitat for Humanity of Macomb County will build one new home as part of its 2008 Women Build in the Vision 2020 Colchester revitalization initiative. The grant will be used to purchase construction materials.

Habitat for Humanity of Monroe County - $17,000

Project Location: Monroe

Project Description: Habitat for Humanity of Monroe County will construct one home in the City of Monroe with students from Monroe Public Schools Youth Educational Construction Program. The grant funds will be used to purchase construction materials.

Habitat for Humanity of Muskegon County - $8,350

Project Location: Muskegon Heights

Project Description: Habitat for Humanity of Muskegon County will construct one new home in the City of Muskegon Heights to be owned by a single mother with a disability. The grant will be used for direct construction costs.

Harbor Habitat for Humanity - $100,000

Project Location: Benton Charter Township

Project Description: Harbor Habitat for Humanity will use the grant for pre-development costs for a proposed Phase II subdivision in Benton Charter Township. The grant will be used for infrastructure and utilities.

Housing Resources, Inc. - $50,000

Project Location: Kalamazoo

Project Description: Housing Resources, Inc. will expand their existing rapid re-housing services targeted to homeless or precariously housed individuals and families using the Housing First model. Grant funds will be used for security deposits and housing services. HRI proposes to provide 25 security deposits, 25 housing search, placement and retention activities, and engagement of 25 landlords.

Mid Michigan Community Action Agency - $262,800

Project Location: Clare

Project Description: Mid Michigan CAA proposes to demolish an empty industrial building and replace it with an energy efficient 24+ unit senior housing complex in the downtown area of the City of Clare. Grant funds will be used for demolition costs, site preparation and an environmental study.

Southwest Housing Solutions - $300,000

Project Location: Detroit

Project Description: Southwest Housing Solutions will acquire a one building, 18 unit mixed use affordable and supportive housing development. Five of the 18 units will be reserved for special needs. Southwest Counseling will provide supportive services. Grant funds will also be used for pre-development costs associated with the project.

Venture, Inc. – Gateway Manor - $119,700

Project Location: Linden

Project Description: Venture Inc. will preserve a 32 unit USRD Rural Development Section 515 project serving very low to extremely low income households. The grant will be used for rehabilitation costs.

Village View Housing Partners - $300,000

Project Location: Garfield Township

Project Description: Village View Housing Partners will construct 18 units in two (2), two-story, four unit townhouse buildings and five (5) one-story duplexes located within a planned unit development in Garfield Township. The 20-year 1% loan will be used for construction costs.

West Michigan Therapy - $50,000

Project Location: Muskegon Heights

Project Description: West Michigan Therapy, Inc. will build eight units of permanent supportive housing with shared common area and on-site support services for chronically homeless individuals. The grant will be used for construction costs.
